Session Title: Distributed Generation

SESSION 'HEADLINES':
- Woking, England went 95% off the grid last year with distributed generation networks
- We need a Downtown Pilot Project for Distributed Generation
- Berkeley, CA has created a fund with a bond which they use to fund PV panels, etc. for homeowners and the homeowner gets the tax credit but pays a higher property tax to pay it off
- Utilities won't want to manage a bunch of small generators. They'd rather manage one big plant. So communities could sweeten deal by managing the system - e.g., PV panels on rooftops or biodiesel generators.
*NECESSARY/DESIRED ACTION: (Declarative Statements)
- Require utilities to allow distributed generation
- Make it easier/reduce barriers to micro-generation
- Allow buildings to be built that are not connected to the grid at all
- Consider requiring PVs on rooftops for building approval
- Require much higher building efficiency, like Chicago
- Give property tax breaks to builders (etc.) for investment in more efficient buildings and technologies
- People must contact city and county leaders - not those already on board - the moderates need to be contacted and asked to be bold on energy issues.
