  • Help the poor, especially renters, conserve and educate/incent landlords
  • Improve the building envelope
  • Educate public on true costs (power plants, etc.) of energy use

  • Better communications (Internet, direct contact, etc.) on conservation and costs of usage
  • Website design for better access to conservation and TOU rates - prompts/stickers at point of usage
